Dr. Hershey has extensive experience in policy formulation, intelligence, and strategic planning, and has worked with a range of organizations and stakeholders, including the U.S. Department of State, local government agencies, nonprofit organizations, and political leaders. He served as a Branch Chief for Special Projects and WMD Financial Defensive Measures Officer working with the Central Intelligence Agency, the Financial Crimes Enforcement Network, and the Office of Foreign Assets Control. In addition, he served as a Federal Board Member and Designee for the U.S. Department of Homeland Security, and was a Senior Foreign Policy Advisor at the White House. He also held a diplomatic post as a member of the United States Delegation to the United Nations in Vienna.
